Is version Sitecake v2.3.1 for PHP only? I installed it on a client’s website, and the bar would only show up on the index page. When I clicked on a link to go to an .html page, the bar would not show up for editing, so I had to go back down a version.

there is a problem with link editing in last release. Check url in address bar. When in edit mode, site url should be something like this /sitecake.php?page=yourpage.html. You can access you pages in edit mode after loggin with this pattern in url. Next release is comming in next few days and will have fix for this problem
