Does this have ability for user access/member access? Can you have a site for a client, but control their functionality to edit/view but not change password. You know what I mean, if they buy a site but don’t pay, a way to control their access. Does each client need to create a new site separate from the admin controlling the sites?

Hi, at the moment there is no possibility to disable change password functionality. You can reset password to default (admin) by removing sitecake//credentials.php and renaming sitecake//credentials.php.default to credentials.php and than change password to something else from login screen.
As for your second question, if I understood it right, one sitecake instance is per one site only at the moment. We plan to add possibility to run more than one site with one sitecake instance.
