It’s possible just add path from site root. (eg. support/department.html should create page that can be accessed on www.yourdomain.com/support/department.html)

You’re right. It’s a bug. Page is actually created, but can’t be seen in Page manager. Problem is that by default Sitecake consider page files only ones that are in site root dir. To include subdir pages one should add .scpages
file to site root and state pages from sub directories that should be considered as page files by sitecake.
For now, you can include created files manually by adding .scpages
file to site root and state pages you created, each in new line, or whole directory. For example, if you created contact/index.html
page you can add line in .scpages
contact/index.html
or just contact/
to include all files created under contact directory.
