Can edit only first screen

When i go to sitecake.php, I can edit only first screen of my site.
When I scroll down, I can’t select elements by cursor and it looks like:

Usually when there is a scrolling problem it’s CSS issue. Body or HTML tags have height set to 100%.

Body and HTML tag is not 100% height, can’t solve it :frowning:
